HMRC MTD Login and Account Setup Walkthrough
Before you can submit any MTD return to HMRC, you need the correct HMRC accounts set up and linked. This sounds simple but trips up thousands of UK taxpayers every year. Government Gateway IDs get confused, Business Tax Accounts get mixed up with Personal Tax Accounts, and the MTD sign-up process has specific steps that are not obvious. This walkthrough takes you through every screen, in order, with solutions for every common error.
This guide covers the login and setup process for MTD VAT and MTD ITSA. For what happens after setup (the actual filing process), see our MTD VAT returns step-by-step guide and our MTD registration guide.
What You Need Before You Start
Gather these items before beginning the setup process. Missing any one of them will stall you partway through:
For MTD VAT Setup
- Your VAT registration number (9 digits, format: 123 4567 89)
- Your Government Gateway User ID (if you already have one)
- Your business name as registered with HMRC
- Your business address as registered with HMRC
- Your last VAT return date and amount (for identity verification)
- A UK mobile phone number (for two-factor authentication)
- Email address (for account notifications)
For MTD ITSA Setup
- Your National Insurance number
- Your Unique Taxpayer Reference (UTR, 10 digits)
- Your Government Gateway User ID (if you already have one)
- Your date of birth
- A UK address linked to your Self Assessment
- A UK mobile phone number (for two-factor authentication)
- Your accounting software installed and ready to link
Common confusion point: You may have multiple Government Gateway accounts. HMRC sometimes creates separate accounts for different services (Self Assessment, PAYE employer, VAT). For MTD, you need to ensure the correct Government Gateway account is linked to the correct tax service. If you have multiple accounts, check which one is linked to your VAT or Self Assessment before starting.
Step 1: Government Gateway Account
If You Already Have a Government Gateway Account
- Go to gov.uk and search ‘Government Gateway sign in’
- Click ‘Sign in’ and enter your User ID (12 digits, starts with a number)
- Enter your password
- Complete two-factor authentication (code sent to your mobile or generated by the HMRC app)
- You should see your tax dashboard
If You Need to Create a New Government Gateway Account
- Go to gov.uk and search ‘create Government Gateway account’
- Select ‘Create sign in details’
- Enter your email address (HMRC sends a confirmation code)
- Create a password (at least 8 characters, must include numbers and letters)
- Set up two-factor authentication (mobile phone or HMRC app)
- HMRC generates your User ID (12 digits, write this down immediately)
- Your account is created but has no services linked yet
Critical: Write down your Government Gateway User ID immediately. HMRC sends it once by email, but if you lose it, recovery requires a phone call to HMRC (0300 200 3600) with identity verification. Store it in a password manager alongside your password.
Step 2: Personal Tax Account Setup (for MTD ITSA)
Your Personal Tax Account (PTA) is your individual HMRC dashboard. MTD ITSA is managed through the PTA.
Setting Up Your Personal Tax Account
- Sign in to Government Gateway
- Navigate to ‘Personal tax account’ or search ‘Personal Tax Account’ on gov.uk
- HMRC will ask you to verify your identity (National Insurance number, name, date of birth, address)
- You may need to answer security questions based on your credit history (this is HMRC’s identity verification, not a credit check)
- Once verified, your Personal Tax Account is active
- You can see your tax records, coding notices, and Self Assessment history
What You Can Do in the Personal Tax Account
- View your MTD ITSA status and quarterly submission history
- Check your penalty points
- View your tax calculation
- Manage your agent authorisations (accountant access)
- Update your contact details
- Access your National Insurance record
Step 3: Business Tax Account Setup (for MTD VAT)
Your Business Tax Account (BTA) is your business HMRC dashboard. MTD VAT is managed through the BTA.
Setting Up Your Business Tax Account
- Sign in to Government Gateway
- Navigate to ‘Business tax account’ or search on gov.uk
- Add your VAT registration to the account (enter your 9-digit VAT number)
- HMRC verifies the VAT number against your Gateway account
- Once linked, your Business Tax Account shows VAT obligations, returns, and payments
What You Can Do in the Business Tax Account
- View MTD VAT submission deadlines and history
- Check your penalty points for MTD VAT
- Set up Direct Debit for VAT payments
- View your VAT certificate
- Manage agent authorisations (accountant access for VAT)
Personal Tax Account vs Business Tax Account: These are separate dashboards accessed through the same Government Gateway login. MTD ITSA uses the Personal Tax Account. MTD VAT uses the Business Tax Account. If you have both obligations, you use both dashboards. They do not merge.
Step 4: Signing Up for MTD
MTD VAT Sign-Up
If you are already VAT-registered and have been filing MTD VAT returns, you are already signed up. No further action needed. If you are newly VAT-registered:
- Log into your Business Tax Account
- You should see a prompt to ‘Sign up for Making Tax Digital for VAT’
- Follow the on-screen steps to link your VAT registration to MTD
- Once signed up, you can only submit VAT returns via MTD-compatible software (the HMRC online portal is no longer available for VAT)
MTD ITSA Sign-Up
- Go to gov.uk and search ‘sign up for Making Tax Digital for Income Tax’
- Sign in with your Government Gateway credentials
- Confirm your identity (National Insurance number, UTR)
- Select your MTD-compatible software from the list (or enter your software details)
- Authorise the software to communicate with HMRC on your behalf
- HMRC confirms your MTD ITSA registration (may take 24 to 72 hours)
- Once confirmed, your software can submit quarterly updates to HMRC
For the complete registration process with screenshots and common errors, see our detailed How to Register for MTD guide.
Step 5: Connecting Your Software to HMRC
After signing up for MTD, you need to authorise your accounting software to communicate with HMRC’s MTD API. This is the bridge between your records and HMRC’s systems.
How Software Authorisation Works
- Open your accounting software (FreeAgent, Xero, QuickBooks, Sage, etc.)
- Navigate to the MTD or HMRC section in settings
- Click ‘Connect to HMRC’ or ‘Authorise with HMRC’
- Your software redirects you to the HMRC Government Gateway login page
- Log in with your Government Gateway credentials
- HMRC asks you to grant permission to the software (review and approve)
- HMRC redirects you back to your software with authorisation confirmed
- Your software is now connected and can submit MTD returns
Re-Authorisation
Software authorisation typically expires after 18 months. When it expires, your software will prompt you to re-authorise. Follow the same steps above. This is a normal process, not an error. Most software alerts you before the authorisation expires.
For help choosing software before this step, see our best apps for MTD comparison. For free options, see our free MTD software guide.
8 Common Login and Setup Errors (and How to Fix Them)
Error 1: ‘User ID Not Recognised’
You are entering the wrong Government Gateway User ID. Check: your User ID is 12 digits and starts with a number. If you have multiple Gateway accounts, you may be using the wrong one. Reset via ‘Problems signing in’ on the Gateway page, or call 0300 200 3600.
Error 2: ‘VAT Number Not Found’
When adding VAT to your Business Tax Account, HMRC cannot match the VAT number to your Gateway account. Common causes: the VAT registration is linked to a different Gateway account, or the VAT registration is in a different entity name. Contact HMRC VAT helpline on 0300 200 3700 to resolve.
Error 3: ‘Identity Verification Failed’
HMRC’s identity check uses credit reference data. If you have recently moved, changed your name, or have thin credit history, the automated check may fail. You can request manual verification by post (HMRC sends a code to your registered address, which takes 7 to 10 working days).
Error 4: ‘Two-Factor Authentication Code Not Received’
If the SMS code does not arrive: check your phone signal, ensure the registered number is correct, wait 2 minutes then request a new code. If consistently failing, switch to the HMRC app for authentication codes (more reliable than SMS). If your phone number has changed, call 0300 200 3600 to update it.
Error 5: ‘Software Connection Failed’
Your software could not complete the HMRC authorisation. Common causes: browser cookies blocking the redirect, pop-up blocker preventing the HMRC login page, or HMRC systems experiencing downtime. Fix: clear browser cookies, disable pop-up blocker for the HMRC site, try a different browser, or wait and retry in 30 minutes.
Error 6: ‘Already Signed Up for MTD’
If you receive this message, you (or a previous accountant) already registered for MTD. This is not an error. Log into your Business Tax Account or Personal Tax Account to confirm your MTD status. If a previous accountant set it up, they may still have agent access that needs transferring.
Error 7: ‘Agent Authorisation Request Not Showing’
If your accountant sent an authorisation request but you cannot see it in your tax account: check you are logged into the correct account (Personal for ITSA, Business for VAT). The request may take up to 24 hours to appear. If still missing, ask your accountant to resend the request.
Error 8: ‘Access Denied’ When Trying to File
Your software is connected but cannot submit. This usually means the software is authorised for a different MTD service than you are trying to use (authorised for VAT but trying to submit ITSA, or vice versa). Check your software’s HMRC connection settings and ensure the correct MTD service is linked.
Prevention tip: Save your Government Gateway User ID and password in a password manager immediately after creating them. Store your VAT number, UTR, and National Insurance number in the same manager. Having all credentials accessible prevents 90% of login problems.
Setting Up Accountant (Agent) Access
If you use an MTD accountant, they need authorisation to file on your behalf. This is done via HMRC’s Agent Services Account system.
How Agent Authorisation Works
- Your accountant sends an authorisation request via their Agent Services Account
- You receive a notification in your Personal Tax Account (for ITSA) or Business Tax Account (for VAT)
- Log in, find the request, and click ‘Approve’
- Your accountant can now file MTD returns on your behalf
- You can revoke access at any time through your tax account
Alternative: Form 64-8
If the online authorisation is problematic, your accountant can submit a paper 64-8 form to HMRC. This takes longer (2 to 4 weeks processing) but achieves the same result. HMRC processes the authorisation and links your accountant’s Agent Services Account to your records.
Accessing MTD via the HMRC App
HMRC offers a mobile app (available on iOS and Android) that provides limited access to your tax accounts:
What You Can Do in the HMRC App
- View your tax calculation
- Check your National Insurance record
- Generate two-factor authentication codes (more reliable than SMS)
- View basic tax account information
- Receive push notifications about HMRC correspondence
What You Cannot Do in the HMRC App
- Submit MTD returns (this must be done via your accounting software)
- Sign up for MTD (use the full gov.uk website)
- Manage detailed agent authorisations (use the full website)
The HMRC app is useful for quick checks and authentication codes but is not a replacement for the full gov.uk website or your accounting software for MTD filing.
Case Study: Resolving a Government Gateway Tangle
A self-employed plumber based in the Liverpool area came to us in March 2026, 2 weeks before his first MTD ITSA quarterly period began. He had tried to sign up for MTD ITSA himself but was completely stuck. The root cause: he had 3 separate Government Gateway accounts created over the years (one for Self Assessment in 2014, one when he registered for VAT in 2019, and one created accidentally in 2024 when he forgot his original login).
The problems:
- Self Assessment was linked to Gateway Account 1
- VAT (MTD VAT) was linked to Gateway Account 2
- Gateway Account 3 existed but had no services linked
- He could not sign up for MTD ITSA because his UTR was already linked to Account 1, which was not connected to his VAT
- He could not remember the password for Account 1 and had changed his phone number since creating it
What we did:
- Called HMRC on 0300 200 3600 on his behalf (with his permission and identity verification)
- Confirmed which Gateway accounts existed and what was linked to each
- Reset the password for Account 1 via postal verification (code sent to his registered address)
- Updated the phone number on Account 1 to his current mobile
- Linked his Self Assessment and MTD ITSA sign-up to Account 1
- Confirmed Account 2 remained active for MTD VAT (separate is fine)
- Closed Account 3 (unused, avoiding future confusion)
- Connected FreeAgent to both Account 1 (ITSA) and Account 2 (VAT)
- Filed Agent Services Account authorisation for both accounts
Outcome: Total resolution time: 3 working days (most of which was waiting for the postal verification code). All accounts now properly configured. MTD ITSA and MTD VAT both connected to FreeAgent. First quarterly submission filed on time. Our one-off setup fee: £200. The client described the experience as ‘impossible to do alone without someone who has dealt with HMRC’s systems before.’
HMRC MTD Login: FAQs
What is the Government Gateway?
HMRC’s login system for all online tax services. You need a User ID (12 digits) and password. It provides access to your Personal Tax Account, Business Tax Account, and MTD services. Required for all MTD interactions.
What is my Government Gateway User ID?
A 12-digit number starting with a digit (not a letter). Sent to you by email when you created your account. If lost, call HMRC on 0300 200 3600 to recover it with identity verification.
What is the difference between Personal Tax Account and Business Tax Account?
Personal Tax Account manages personal taxes (Self Assessment, MTD ITSA, PAYE). Business Tax Account manages business taxes (VAT, MTD VAT, Corporation Tax). Same Government Gateway login, different dashboards.
How do I sign up for MTD ITSA?
Go to gov.uk, search ‘sign up Making Tax Digital Income Tax.’ Sign in with Government Gateway. Confirm identity. Select your software. Authorise software. HMRC confirms registration within 24 to 72 hours.
Why does my HMRC login keep failing?
Most common causes: wrong Gateway User ID (you may have multiple accounts), expired password, changed phone number breaking two-factor authentication, or browser cookies interfering. Try clearing cookies, using a different browser, or resetting via ‘Problems signing in.’
Can I have multiple Government Gateway accounts?
Unfortunately yes, and this causes problems. Ideally, consolidate to one or two (one for personal, one for business). If you have duplicates, call HMRC to clarify which account links to which service.
How do I give my accountant MTD access?
Your accountant sends an authorisation request via their Agent Services Account. You approve it in your Personal Tax Account (ITSA) or Business Tax Account (VAT). Alternatively, your accountant submits a 64-8 form by post.
What if I cannot verify my identity online?
Request manual verification by post. HMRC sends a code to your registered address (7 to 10 working days). Enter the code online to complete verification. This is the alternative when the automated credit-reference check fails.
Does the HMRC app work for MTD filing?
No. The HMRC app provides account viewing and authentication codes only. MTD filing must be done through your accounting software (FreeAgent, Xero, QuickBooks, Sage, etc.).
How often does software authorisation expire?
Typically every 18 months. Your software will prompt you to re-authorise when it expires. Follow the same connection steps. Normal process, not an error.
What is the Agent Services Account?
HMRC’s system for accountants to manage client MTD filings. Separate from the accountant’s own tax accounts. Required for filing MTD returns on behalf of clients.
I am getting ‘Access Denied’ when trying to file. What is wrong?
Your software may be authorised for a different MTD service than you are trying to use. Check the HMRC connection settings in your software. Ensure the correct service (VAT or ITSA) is linked. Re-authorise if needed.
Can I set up MTD on my phone?
The sign-up process works on mobile browsers but is easier on a desktop (larger screens, easier form filling). Once set up, your accounting software’s mobile app handles daily bookkeeping. The HMRC app is for checking, not filing.
How long does MTD registration take?
The sign-up process takes 15 to 30 minutes if you have all credentials ready. HMRC confirmation takes 24 to 72 hours. Total: allow 1 to 2 weeks including possible postal verification.
What do I need to keep safe after setup?
Government Gateway User ID and password (in a password manager). Your VAT number. Your UTR. Your National Insurance number. Your software login credentials. Your HMRC two-factor authentication method (phone or HMRC app).
